@Holly – You CAN use both coupons in one transaction, I have done it already. Target allows the use on one manufacturer coupon and one Target coupon per item.
The “one coupon per transaction”, means that Target will only allow you to use ONE of specific Target coupon per transaction. The manufacturer coupon that states “per purchase” means that use can use a coupon for each item you purchase. In this case if you bought 4 skittles, you could use (1) Target coupon and (2) of the 1.00/2 manufacturer coupons.

it states on the coupons “limit one coupon per perchase.” and on the other “limit one coupon or offer per transaction”. So Looks like can’t use both coupons at the same time for the same offier.

I tried to print both the Target coupon and the Manufacture coupon and neither would print. Target told me I had reached the maximum coupon prints for this item (which I had never printed it) and the Smart Source told me I had already printed this item as well. Any one else have this problem? I just tried to find the Target one again, and now it is not on the coupon page??!!
