Just recently my youngest turned four. We had a shape and color birthday party. The treat 'bags' ended up being what the kids did for crafts/activities during the party. I made shape sugar cookies, colored frosting, and had sprinkles. Each kid frosted two cookies. Originally, I had planned for them to cut our their own cookies, but decided against that.

The next craft/gift was making ISpy bottles with colored rice. That was super cheap. Basically, I had my mom bring down some empty water bottles, colored some rice, and went around the house looking for objects to put in the bottles. Probably the most expensive part was I decided to buy some alphabet beads so the kids could put their name in the bottle. After the kids picked out what they wanted to put in the bottle I took a picture of their specific objects, printed it out, and used my laminator. I punched a hole in the cord and super glued the lid and a ribbon on the bottle and hung the card on the ribbon.
