You don’t have to purchase it in your city in order for it to work, the voucher will work at any Old Navy location no matter which city you purchase it in. So you can go ahead and purchase it in the city that shows up.

I am guessing that this deal will go live at midnight in every city if you want to wait for it to show up in your city. There may be a chance it will sell out though.
